A Government company was established to deliver significant savings for the Health Care sector. A transformation initiative was set up to replace legacy systems and technology. The programme was initiated in 2018 to drive forward the modernisation. There were multiple parties involved in the programme, but by end of 2019 the programme had become mired in dispute over scope and expectations and a culture of mistrust.
Project One were initially engaged to review the programme and make recommendations. This was completed within a month. The Project One team then oversaw the replacement of senior members of the programme team across all parties, setting up and running of an independent PMO, the creation of a design authority and the bolstering of release management. This activity enabled collaboration, transparency and coherent planning, and the programme started delivering functionality in Summer 2020.
The team are still in place supporting the programme. A follow up review at the end of 2020 recommended that the Government company need to coordinate the programme as Systems Integrator. Further work supporting this review then began culminating in the Project One team taking up key roles in the programme, including Programme Director, Release Manager, Business Change Lead and Technical Lead. The programme will run until the end of 2023.
