Driving world-class programme management to keep the UK secure

Our customer, who support the UK’s nuclear threat reduction moved to adopt industry standard design and manufacturing planning and execution processes in order to realise its wider commitments to defence. They were transitioning from a drawing-centric to part centric way of working. Success would mean that information and work in the design and manufacturing domains would be able to flow more effectively, errors and manual interventions would be reduced, and staff would be upskilled to work effectively in a modern operational environment.

The transformation programme to achieve this was a complex delivery with several teams (made up of civil servants, contractors, and suppliers) all trying to work at pace.  

 Project One was invited to undertake an independent review of the organisation’s transformation programme that had been in delivery for 18 months. The review looked at the alignment of key stakeholder ambitions, the delivery teams construct and alignment, ongoing supplier relationships and commitments, the delivery of outcomes and current programme risks and issues. The review was structured using the Cabinet Office’s 7-lenses on transformation and highlighted that delivery needed to be reset to achieve the agreed benefits. The review made 9 findings – approvals, capability, integrated plan, supplier management, governance and rigor, operating model, business resource and ways of working.  

14 recommendations were made with an associated action plan agreed.  

The findings, recommendations and action plan were accepted by the Steering Committee and the transformation programme delivery was reset.  Subsequently, Project One was asked to lead the transformation bringing a single team ethos and focus on the delivery of outcomes and benefits.
